Khartoum is amassing troops at its borders with South Sudan and around oil fields; impeccable sources and eye witnesses conformed to Sudan Mirror. The sources pointed out that movement of troops started soon after the celebration in Juba of the 2nd anniversary of the signing of the Comprehensive Peace Agreement (CPA) held on January 9.
The troops are being stationed at the North/South borders including Abyei and around the oil fields. In a separate exclusive interview, the Chairman of Peace Committee, Council of States (Senate) in Khartoum, Canon Clement Janda noted that there was a growing fear in the North that the Government of South Sudan could declared a unilateral declaration of independence (UDI) concerned that the North was sabotaging the implementation of CPA.
They feared that the UDI could be declared before the end of the interim period (2011) which was to be followed by a referendum at which the Sudanese were to decide whether or not they would opt for an autonomous state.
The concerns gained momentum following a hard hitting anniversary speech by GOSS President Salva Kiir during when he gave several accounts of incidences by the North which in his view constituted a plot to derail the implementation of CPA.
“The state of affairs is raising tension in the country. There are significant signs of the country gearing itself for another war unless some statesmanship can be deployed by both the leadership of the (northern) National Congress Party (NCP) and southern Sudan Peoples’ Liberation Movement (SPLM)†Canon Janda observed.
He went on, “this calls for urgent meetings of joint committees of the two parties to the CPA to review the implementation of CPA.†On another score, the legislature comprising Council of States and the National Assembly have in the meantime set up committees to review implementation of CPA among other agreements with a view to recommend to the presidency (Salva Kiir and Omar el-Bashir), particularly on how to proceed with a peace process, Canon Janda pointed out.
Armed militia attacks in the South as well as sporadic attacks by members of the Ugandan rebel Lord’s Resistance Movement (LRA) in southern Sudan have been seen as part of destabilization scheme in the South. This is likely to be compounded by extremists who a security advisory taking its rounds among the diplomatic community indicated that they may launch attacks on western interests in South Sudan.
The advisory pointed out that while the focus of the extremists would be western targets, the “primary target of the threat is the UNâ€. The diplomatic missions staff were therefore advised to remain vigilant and alert.
The Sudan Mirror investigation unit found that while southerners were pleased with GOSS President’s speech, the northerners were displeased including the fact that Sudan’s national flag was inconspicuously hoisted at the celebration venue compared to the conspicuous display of SPLM’s and the neighbouring countries’ flags.
The northerners were also unhappy with a remark made by Kenya’s Foreign Minister Raphael Tuju at the celebration. Mr. Tuju was reported to have said that CPA had caught malaria which in their view implied that Khartoum was the mosquito.
During a meeting of all county commissioners held in Yei in December last year, the commissioners sounded a warning that elements believed to be members of Janjaweed had been sighted in Raga and Wau. They called on GOSS to station SPLA troops at the borders with the North.
