Killing the killers based on Sharia law is usually unfair. It favors Muslim killers, there are load of examples.

May be you don't understand your Koran.
Cutting off a thief hand is primitive and absolete.

Many reasons let people steal. Some people never have opportunity to understand the law or are simply young to understand. Cutting off people hands is economically burden in that thieves would be made to depend on the community for the rest of their life when you can simply jail them, make to pay back what they have stolen and made to repent.
